Awarding a quest solver

A quest is solved and we're ready to award the winner

1️⃣ Event stream: For a Quest to be considered solved, there must be at least one PR Merged event for one of the submissions (loots).

2️⃣ Award button: You can directly award the winner their reward by pressing this button.

The Quest reward will automatically be issued to the user that raised the PR (and looted), and Quest-bot will post the appropriate reward messages to GitHub to notify all users if the quest was Public.

After awarding the solver, the quest will be marked as Closed.
